Capacity and Institutional Building with respect to contract management and procurement activities entail assessment and enhancement of skills, capacities and competences of the people, organisations and institutions that assume responsibility and accountability for management and implementation of programmes and projects.
This requires achieving a careful balance between strengthening institutional capacity to adequately contribute to the overall objective of good governance in a self-reliable manner, and at the same time providing assistance to specific stages of the procurement and implementation process that have been identified as weaker and in need of support.
The overall goal of our service is to provide assistance to counterparts and beneficiary governments in developing their own procurement and contract management capacity.
Our services in this category include:
- Capacity assessment;
- Organisational and institutional development;
- Identification, analysis and benchmarking of best practices applied;
- Training of staff;
- Definition of responsibilities and delegation of authority;
- Establishment of procedures, practices and routines;
- Establishment of manuals, guidelines and practical handbooks.
