HIGHWAY MAINTENANCE AND MANAGEMENT

The optimum maintenance level of a large road network can only be achieved through efficient highway maintenance management. The objective of road maintenance is naturally to keep the roads in good condition while road management endeavours to keep the total cost of construction, maintenance and operation at a minimum without jeopardising road safety.

A Flexible Highway Management Application

Over the past ten years Grontmij | Carl Bro has developed and continuously improved its own computerised highway management application. Successfully combining engineering, economic and management skills, it is operated in the Windows environment and offers a high degree of user friendliness.

The core of the application is a highway information system containing details of the road network. The application is designed to allow the individual road authority to use its own tools for the management of safety, traffic, road furniture, bridges etc. connecting the modules to the core.
 
Facilities to assess the present condition of a road, and suggest any
maintenance work needed are included in the application. Possible actions can be programmed according to technical and economic priorities. The estimated costs and the economic benefits of the actions form the basis of the decision-making process.

The Pavement Evaluation and Maintenance Module

Grontmij | Carl Bro's highway maintenance and management application features a Pavement Evaluation and Maintenance Module (PEMM). The PEMM module includes computerised functions to evaluate the current functional and structural performance of the road in terms of roughness, deflection, potholes and cracking. The evaluation takes into account environment and traffic and allows the user of the application to propose and evaluate specific maintenance standards.

Staff Resources

Typically, a team of six specialists is assigned to highway maintenance and management projects: a pavement management specialist, a highway engineer, a transport economist, a traffic & safety engineer, a soils & materials engineer, and a systems analyst. All the members of the team will be involved in formal and on-the-job training to ensure transfer of technology to counterpart staff.
