THE DANISH NATIONAL ARCHIVES - DENMARK’S LARGEST PPP PROJECT

The new Danish National Archives will be built and run by a PPP consortium, with Grontmij | Carl Bro among the partners.

370 kilometres of shelving in a new building at Kalvebod Brygge in Copenhagen will store the national archives from 2009. The project is the state’s first major construction project organised as a Public-Private Partnership (PPP), and the consortium, which will plan, build
and run the buildings, consists of E. Pihl & Søn, Grontmij | Carl Bro, PLH Arkitekter, Ernst & Young and Kemp & Lauritzen.

“Constructing the National Archives as a PPP project ensures the overall economics are considered during both construction and operation,” explains senior consultant Bent Michael Nielsen from Grontmij | Carl Bro. “As the consortium is also responsible for operation for the first 30 years of the building’s lifetime, we need to ensure that we can also really run the building in terms of the requirements and rules described. Otherwise, quite simply, we will be fined.”

In addition to assurance that the indoor climate, installations, etc. meet the requirements, the PPP model also provides great financial security. The state knows how much they can expect in operating fees over the next 30 years, as the rent is set in advance and only
adjusted for inflation every year.

Optimal task solution
The new Danish National Archive will create a secure framework for a significant part of the archive’s historical legacy thanks to a technically advanced and cost-effective solution. As Grontmij | Carl Bro has a lot of experience in both construction and operation of advanced buildings, it is no coincidence that we have been involved in winning the planning for this exciting, innovative project.

“What we are good at is keeping on top of total financial assessments and ensuring that tasks are solved optimally. In addition, we inspect the building every year once it is taken into use, so we are always on the forefront when it comes to maintenance and can ensure that all building designs and technical facilities function optimally,” concludes Nielsen.
