	Vietnam: SME Development Program Loan (SDPL), 2005, financed by KfW Recognizing the significant potential contribution of the leasing industry to reduce poverty and promote SME development and the restrictions that the current legal framework places on the leasing industry, the objectives of the €350,000 project is to assist the State Bank of Vietnam in the implementation of the reform program under the SDPL in order to improve the enabling environment for leasing companies in order to improve the access of SME to lease finance. The scope of the €350,000 consulting services contract is to assist SBV to Amend the legal and regulatory framework relating to leasing necessary to diversify the range of leasing products and their funding sources, in particular through the sale of lease receivables, Initiate, support the execution and monitoring of a series of pilot transactions in the sale of lease receivables with selected Financial Leasing Companies.
