The overall objectives of this assignment were to assist the MOHP in developing its capacity, as well as instruments for establishing a Master Plan for National Health Planning Standards and Guidelines and preparing District and Governorate Health Plans. The Governorate Health Plans targeted all population groups within the Governorate, and endeavoured to improve the capacity of the Governorate to assess the existing situation, identify areas of need, particularly among the under-served population, and develop an investment plan based on realistic assessments of needs and available resources to ensure a rational and sustainable development of health care services of acceptable quality.
The overall outputs of this assignment were a Governorate Health Planning Model to be used as a planning tool for the preparation of Governorate Health Plans in the three pilot Governorates. In addition, the assignment included the preparation of Alexandria Governorate Health Plan, which provided a working model, as well as an on-the-job training opportunity to the MOHP staff to be applied to the other Governorates.
The assignment aimed at the following 5 specific objectives, each constituting a separate component:
- Development of the Governorate Planning Standards and Guidelines, comprising: health sector organization, levels of care, scope of services, human resources, physical infrastructure, drugs and medical supplies, health care waste management, investment and recurrent cost requirements and implementation.
- Testing and refinement of Governorate Health Planning Guidelines in Alexandria Governorate, based on the outputs from Phase 1 (GIS mapping) and 2 (health facility survey), and the preparation of Alexandria Governorate Health Plan, including consolidation of the district health plans for all the districts in the Governorate.
- Functional and design criteria for prototype Family Health Unit (FHU), Familiy Health Center (FHC), District Hospital (DH) and general hospital, including related infrastructure.
- In cooperation with the TSO and the World Bank, monitor the work of the consultants under phase 1, 2 and 3 and provide ad hoc assistance in supervision of the implementation of the HSRP.
- Follow-up on the implementation of Montazah District Health Plan.The development of the Governorate Health Plan was closely coordinated with the parallel activities carried out by the MOHP with the assistance of USAID and EU.
- Supervision of the updating of National Health Planning Standards and Guidelines of the Alexandria, Sohag and Monufeia Governerate Health Plans.
