UGANDA, RURAL HEALTH PROGRAMME PHASE III

The main objective of the Uganda Rural Health Programme Phase III was to establish an effectively functioning district health system in each of the 11 project districts that would ensure improved, accessible, affordable and sustainable health services for the population. The company provided technical assistance to the Ministry of Health in implementing the project.
The principal activities were:
- management development training, health planning;
- Health Management Information System input;
- health worker training and supervisory support;
- training and systems design to suit the local governments in line with decentralisation policies.
Technical assistance also included administration of:
- Financial support to NGOs and Community Organisation for renovation, construction and maintenance of health facilities;
- Funds for training and on-going support to community organisation managing health facilities and projects;
- Funds for community based AIDS related projects;
- Funds for supervisory activities, out reach activities and performance related incentives;
- Funds for supplementing essential supplies, health system research projects, technical support in programme management and technical activities;
- Technical support to the Ministry of Health in Health Management Information System revision;
- Vehicle capital and recurrent costs; and
- Construction of office for project management and technical support team.
The company's Project Coordinator was based in Mbarara and was responsible for technical guidance and for facilitating the implementation of the project. The programme was planned for five years, but was extended two years. The Government of Uganda, through the Ministries of Health, Local Government and Finance and Economic Development, executed the RHP Phase III with the technical assistance from Grontmij | Carl Bro of Denmark (with Sunshine Projects Limited as collaborating partner).
