TURKEY, SUPPORT TO BASIC EDUCATION	28/09/2005
	The overall objective of the programme is to improve the living conditions of the population in the most disadvantaged rural, urban and surburban areas by increasing the level of education in the overall perspective of reducing poverty. This includes support for children, young people and adults presently excluded from basic education. Component 1: Support the reform at central level. Support for Basic Education strategies to improve the access to, and the retention in education, while improving its quality by supporting a system of enhanced national standards for teaching and learning. Component 2: Supporting the decentralized implementation of the reform in 12 disadvantaged provinces in the East and South East of Turkey, through provision of direct support to empower those directly responsible for the delivery of basic and non-formal education at provincial level to make quantifiable improvements in teaching and learning process. Component 3: Addressing the needs of excluded population groups in 5 urban and suburban areas. The programme provides: Development of curricula, text books, and traing of teachers. Construction of approx. 130 new school buildings in the value of EUR 50,2 million Supply of new equipment to existing and new schools in the value of EUR 20,2 million The overall value of the programme is EUR 100 million. Services: Support to the Ministry of National Education and the Provincial Directorates of Education in the development of basic education policy and strategy.  Establish the co-ordination system and conduct management of the overall programme.  Setting-up and mangement of working groups andconduct national seminars for key education stakeholders.  Design and implementation of training venues, study visits and workshops.  Prepare design, technical specifications and tender documents for works contracts.  Prepare technical specifications and tender documents for suppliers procurement contracts.  Develop construction supervision manual and provide monitoring of the supervision of the work of the construction supervisors.
