MALAYSIA, TECHNICAL ASSISTANCE TO THE CAPACITY BUILDING FOR THE DEPARTMENT OF ENVIRONMENT (DOE)

The project seeks to increase the capacity of the DOE in environmental management at headquarters and state offices. The project will help DOE to establish Human Resource Development skills, strategy and procedures. Priority of activities will be given to Hazardous Waste Management because of the acute need in this sector. The project will help developing awareness raising strategies and activities involving other authorities, industries and the public. The project aims at ensuring sustainability through a planned HRD unit in DOE and through an Environmental Training Institute.
The activities include:
1. Human Resource Development:
- Training needs assessment;
- Long term HRD plans and policies;
- Establishment and development of an HRD unit.
2. Training:
- Management plan for the Environmental Training Institute;
- Identification of courses and development of training curricula, training methods and project training plans;
- Conduction of training courses for trainers, trainees, technicians and top managers;
- Overseas attachment and training programme.
3. Environmental Management Systems:
- Review of existing EMS, Quality Assurance Systems and Guidelines;
- Adoption, development and implementation of new EMS, QAS and Guidelines.
4. Awareness:
- Assessment of present Awareness Master Plan and elaboration of Public Awareness Action Programme.
