POLAND, PROJECT PREPARATION FACILITY

Establishment and manning of a Project Preparation Facility with an immediate objective to ensure efficient tendering of PHARE investment support projects for economic and social cohesion in the years 2001 - 2002 through technical assistance to the Polish Agency for Regional Development.
The projects comprised a very large number of infrastructure developments at the regional, district and municipal level, and included large and small scale infrastructure projects, HRD projects, productive sector and SME projects.
For the enhancement of the general capacity in project preparation and tendering, a training needs assessment was conducted and a programme comprising training in the following services was carried out:
- Project feasibility studies
- Environmental impact assessment studies
- Preparation, tendering and implementation of works contracts
- Preparation, tendering and implementation of service contracts.
For each of the above four subjects approximately 830 persons in 9 regions were trained in sessions of 30 persons each.
