ALBANIA, PMU CARDS - LOCAL DEVELOPMENT PROJECT	11/10/2005
	Technical assistance to the Programme Management Unit of the Albania Development Fund for the implementation of the CARDS 2001 & CARDS 2002 programmes allocated for Local Community Develop-ment Project. The specific objective of the Technical Assistance is to improve the capacity of the PMU / ADF to perform its mandate, ensuring that infrastructure projects funded under CARDS 2001 and 2002 programmes are adequately completed in accordance with EC procedures. The Technical Assistance focuses primarily on ensuring that PMU / ADF effectively and efficiently manages the design, imple-mentation and supervision of selected infrastructure works projects and sub-projects. In order to ensure the sustainability of the assignment, the TA will also focus on increasing participation and contribution of the local government community in small infrastructure works.The activities of the the consultant comprise: Project management including the whole project cycle from planning, identification and prioritising of LCDP project. Design review and management of local consultants. Tender Strategy and Preparation of Tender Documents according to PRAG for approx 250 Water, Transportation and other works sub-projects. Contracting and contract management Overall supervision of the supervising engineers. Financial management and reporting to ADF and EC. Introduction of maintenance programmes for LCDP infrastructure. Introduction of Project Management Information Systems. Training of Engineers, ADF management staff and local consultants and contractors.
