The primary objective of the TA was to assist the NWFP Government in improving the urban infrastructure and services by facilitating sector reforms, building institutional capacities, and preparing an integrated urban development project suitable for ADB financing.
- streamlining the sector institutions;
- encouraging delegation of urban development functions to local governments;
- improving beneficiary participation and cost recovery;
- mobilising financial resources at local level;
- proposing sector reforms by preparing an urban sector strategy, which will include a sector policy statement, a time-bound action plan for institutional reforms, a prioritised investment plan, and a financing plan;
- institutional capacity building for provincial and local government agencies focusing on strengthening of institutional capacity for performing urban development functions, development of land use and zoning policies, building controls, regulation enforcement, and assessment of the need for an urban database centre;
- preparation of integrated urban development pilot project covering roads, solid wate management, water suplly and sanitation, drainage and sewerage, guided land development and housing, slums upgrading, and commercial and municipal facilities;
- the services also included the overall project management, home-office back-up and quality assurance.
