LEBANON, SIU-4 PUBLIC WORKS URBAN INFRASTRUCTURE RE-STRUCTURING

The Government of Lebanon set up a special Council of Development and Reconstruction (CDR) in order to organise the Urban Reconstruction of Lebanon after 17 years of civil war. Large parts of the urban areas in Beirut and smaller towns were in ruin. This included the urban road infrastructure, urban services (water, sanitation and drainage, as well as power supply), housing, and urban commercial facilities.

The establishment of a Sector Implementation Unit (SIU) within the Ministry of Works with the purpose of managing the rehabilitation of the Public Works Sector in Lebanon, comprising the transportation sector and the buildings sector within the health, education and the public buildings areas.



The total cost of the implementation programme for the first five years was estimated to USD 2.3 billion.

The services comprised:
 
  • the overall project management; 
  • the scheduling and progress monitoring; 
  • the budgeting and cost control in connection with the implementation of the projects as carried out by appointed/prequalified consultants, contractors and suppliers; 
  • capacity building and institutional development at the Ministries of Public Works, Health and Education; 
  • the establishment of a Management Information System (MIS) was developed and taylor-made to handle reporting on cost and time to the client and donors; 
  • on-the-job training.
