CZECH REPUBLIC, RIVER BASIN MANAGEMENT AND PRE-ACCESSION PLANNING IN THE CZECH WATER SECTOR TO MEET THE REQUIREMENTS OF EU LEGISLATION

The project was aimed at developing and organising the water sector in accordance with EU requirement and at implementing a river basin management plan and practise based on concepts represented in the forthcoming Water Framework Directive.

Five major river basins were addressed. The project was carried out in two phases over 6 years by an international team with a high degree of Czech participation. The project was initiated with a legal gap analysis identifying all relevant gaps to be closed in order to ensure compliance with EU legislation in respect of Czech water policy.

The resulting institutional and technological needs were in focus during further analysis. A decision support system was developed to assist various actors in the Czech water sector (politicians, negotiators, government officials, planners and technicians) in the process of negotiation and preparation of EU membership. The decision-support system was developed for the planning and analysis of future water sector strategies.

It is based on an integrated system approach consisting of GIS user interface, water quality modelling, water transport modelling, databases with parametric costs of investment alternatives and a financial module facilitating input for time frames, funding, price indices and tariff calculation in order to perform affordability calculations. The system enables decision-makers to prepare viable and sustainable national and municipal water sector strategies. Scenario and ranking facilities make it possible to optimise investment programmes by the identification of investments with the highest environmental impact per invested currency unit.

Grontmij | Carl Bro a|s was responsible for the overall project management. Close cooperation was established with key persons in the drinking water and waste water sectors of the Czech Republic, with the World Bank (which funded the participation of two companies) and with the client, the Danish Environmental Protection Agency.

Furthermore, close cooperation and communication with companies of 6 different countries, was established. The team leaders of the industrial and financial teams were both employees of Grontmij | Carl Bro a|s and so were a number of IT experts, water planners and technicians. The financial and economic parts comprised a substantial share of the project. The services were provided by a number of legal, institutional and technical experts.
