BULGARIA-ROMANIA, DEVELOPMENT OF MONITORING SYSTEMS FOR EMISSIONS

Help the border regions to overcome the specific development problems which may arise, inter alia, from their position within the national economies, in the interest of the local population and in a manner compatible with the protection of the environment.



Assess the existing Air Emissions Monitoring Systems and make proposals for their upgrading and/or development, will write up Tender dossiers and technical specifications and will participate in the tender evaluation sessions.

Promote the creation and the development of co-operation networks on the boundary Bulgarian-Romanian regions on the Lower Danube, and the establishment of links between these networks and wider communitiy networks for exchange of experience.

The consultant shall fulfill the requirements of EC legislation in his proposal for their upgrading and/or development of Air Emissions Monitoring Systems, as well as the Bulgarian and Romanian environmental legislations.

Assessment of the existing administrative capacity and presentation of a Status Report, proposals and recommendations, development of the TS and the TD for the necessary equipment, development of the ToRs and the TD for the institution building.

Services:

  • Analyse and provide information and assessment of the Administration Capacity of the Regional Inspectotates (RIs).
  • Review and analysis on the existing situation in terms of capacity to implement the requirements of the EC legislation.
  • Proposals and recommendations covering all elements for the implementation of the legislation and operation of the Air Emissions Monitoring System.
  • Development of the TS and the TD for the necessary equipment.
  • Development of the ToRs and the TD for the institution building.
  • Propose the details as to the necessary training and the necesasary Quality Assurance and Quality Control in conformity with the EC legistation.
  • Participation in the tender evaluation for the Phare 2002 Air projects.
  • Participation of an expert in the Tender Evaluation Committees
