ROMANIA-BULGARIA, JOINT AIR QUALITY MONITORING SYSTEM, THE ROMANIAN-BULGARIAN BOUNDARY TOWNS ON LOWER DANUBE

This cross-boarder project covers four twin town regions along the Danube River where four automatic air-monitoring systems shall be established. The four regions on both sides of the border are suffering from air pollution caused by industrial activities. Objectives
The project is a multipurpose Joint Air Monitoring System (JAMS) to fulfil a number of requirements on characterisation of the general air quality in the project area and to explain actual disputes on sources for cross border transport of air pollution.
- Promote cooperation on improving the air quality in the border area between Bulgaria and Romania.
- Provide air quality data for solving disputes on cross border transport of air pollution.
- Provide “on-line “ data for a public information system and to promote public awareness.
- All data from one side of the border river shall be available “on-line” for the air quality departments and the population on the other side of the border.
Tender with Technical Specifications has been worked out in close cooperation with the Bulgarian Ministry of Environment and Water and theRomanian Ministry of Waters and Environmental Protection.
Lot 1. Supplies for Romania. In four towns along the Danube River, Turnu Magurele, Zimnicea, Giurgiu and Calarasi, an air quality monitoring system shall be established. Lot 2. Supplies for Bulgaria. In four towns along the Danube River, Turnu Magurele, Zimnicea, Giurgiu and Calarasi, an air quality monitoring system shall be established.
The supplies include: DOAS systems (Differential Optical Absorption Spectroscopy), PM-10 samplers, CO-, H2S-, CS2- and HCl monitors and meteorological stations, display units for public information, radio transmission of data and information.
Services:
- Each of the four regions on both sides of the boarder and the regional laboratories has been assessed and a status report for the findings and needs has been prepared.
- Set-up an Air Quality Monitoring System for the boarder region between Bulgaria and Romania in order to resolve disputes on the origin of the pollutants.
- A harmonised information system on air quality in Romania and Bulgaria in line with the EU requirements has been described.
- Tender Dossier for the above activities was worked out.
- A report on common management procedures was prepared.
