RUSSIA, WATER ENVIRONMENTAL MONITORING AND MANAGEMENT IN THE KALININGRAD OBLAST

This project addresses the objectives of the Tacis Cross Border Co-operation Programme to support sustainable activities, strengthening border networks and combat common environmental problems. The overall objective of the project is to reinforce environmental management skill and to provide tools for effective protection of water resources in the region. This in turn means achieving practical improvements in the monitoring of pollution and to the practical enforcement of environmental standards and which provide a sound basis for understanding and tackling pollution problems.
Main objectives:
- Commonly accepted and sustainable water management system
- Provide relevant assistance to both the environmental management, permitting enforcement and the monitoring bodies
- Give the project an immediate practical dimension through equipment supply and installation.
- Realistic and clearly defined and enforceable standards
- Strengthening the cross-border co-operation for an improved environmental management
- Promotion of market forces to control pollution
- Support to water utilities.
Services:
- Elaboration of environmental management guidelines and management plan
- Development of water quality model and water resource management plan
- Build on existing international co-operation, including relevant aspects of Helsinki Commission's work on Baltic Sea environmental protection, through the continuous exchange of information
- Harmonisation of standards in international co-operation
- Identification and implementation of three pilot projects
- Training of 35-50 local experts
- Provision of technical/management support to water utilities
- Continuous work with the Advisory Board in order to check the results of the project
- Internet Info-service, Up-date of GIS system, public awareness campaign
