RUSSIA, RIVER BASIN AND WATER QUALITY MANAGEMENT IN URBAN AREAS - MOSCOW AS AN EXAMPLE

The project aims at assisting Moscow City Authorities in developing a programme for management of the water quality in lakes and rivers within basins in urbanised areas of Moscow, based on European experience. The programme will include recommendations as to actions to be taken by public authorities and services as well as private enterprises.
The activities include collection and analysis of data on water quality in rivers and lakes in Moscow to evaluate the existing environmental state of recipients. Based on the initial analysis, a description of the main impacts and their origin will be provided. An analysis of the existing practise has to be described as background for making recommendations in a management plan for sub river basins. The management plan will have to include a budget and a time schedule.The management plan will be harmonised in accordance with European practise and will be based on legal requirements similar to concepts of the Water Framework Directive.
The services include:
The expatriate team: Project manager, team leader and two technical experts; one expert specialised in Russian water legislation, water assets and utilities: one expert specialised in Russian standards, water quality criteria and river basin management.
The local team: Four local team members with profiles as described for the expatriate team.
Two major workshops to be provided.
