The project supports and assists Buffalo City Municipality in developing and undertaking a participatory planning process, which aims at formulating and implementing an overarching Integrated Environmental Management Plan (IEMP) and a Coastal Zone Management Plan (CZMP).
The objective of the project is to assist Buffalo City in achieving a safer, healthier and more sustainable environment within the BCM area, with a minimized loss of biodiversity and disturbance of ecosystems.
The preparation and development of the IEMP and the CZMP is undertaken through a joint core planning process and by a joint core organization to ensure proper integration and coordination.
The planning process comprises four main phases:
- Baseline analysis
- Strategy formulation
- Plan preparation
- Preparation of Implementation
The planning work is carried out using participatory planning methods and processes and is supported by training and other capacity building activities throughout the project. Parallel with the planning process four pilot projects are implemented: Two nature reserve projects and two waste minimization projects.
Actual Services Provided:
- Assisting Buffalo City Municipality with the management of the project including financial management, procurement of works and services; and interacting and coordinating with local consultants, BCM staff and local stakeholders;
- Planning and guiding the IEMP and the CZMP planning processes, and ensuring appropriate community and stakeholder participation and input to the IEMP and the CZMP;
- Facilitating, training and guiding the BCM Planning Task Teams;
- Preparing a State of the Environment Report based on integration of inputs from the BCM Task Teams, stakeholders and communities;
- Providing specialist technical assistance to the development of policies, strategies and programs for integrated environmental management and coastal zone management;
- Integrating the inputs from all stakeholders and preparing the IEMP and the CZMP for Buffalo City;
- Identifying institutional and organizational improvements for more effective environmental and coastal management;
- Investigating the feasibility of introducing an Environmental Management System for BCM;
- Assisting with organizing and implementing four pilot projects.
