CROATIA, NATIONAL STRATEGY FOR SOLID WASTE

The project will start the process of developing a National Waste Management Strategy (NWMS) for Croatia by focusing on the framework EU requirements relevant for the management of municipal solid waste. It will also develop a long-term strategy for complying with the specific requirements of the EU Landfill Directive and the Incineration Directive (in so far as this latter Directive is an option for disposal of municipal solid waste generated in Croatia). In addition, this project will complete the process of legal gap analysis with the EU acquis and perform a thorough legislative review for the waste management sector at national and local level.
The project aims to build broad consensus among key stakeholders about the best policy mix for Croatian municipalities to achieve compliance with the EU waste framework requirements and with the requirements of the Landfill Directive within 10 years. It will include the requirements of the Incineration Directive, where relevant for Croatian municipalities.
The contractor will work closely with the MEPPP’s Waste Section and other relevant stakeholders to identify and assess the most appropriate policy options for the Croatian case. A National Waste Management Strategy Steering Committee will review the projects results and recommendations.
The PWMS project perform an administrative capacity and institutional review and identify training needs; design a Waste Information System in one of the counties to serve as a model for the rest of Croatia; perform a technical review and develop a series of technical guidelines for monitoring and remediation of landfills, waste prevention and sorting, cleaner production and hazardous waste disposal, etc. The initial cost estimations for the Landfill Directive and Incineration Directive requirements, assessed during the NWMS project, will be used during the evaluation of the specific situation in Dalmatia. Once the PWMS for Dalmatia is completed, its approach, format and methodology will be replicable to the whole country.
