EMSA, EVALUATION OF EU DIRECTIVE ON PORT RECEPTION FACILITIES

Grontmij | Carl Bro as has been contracted by EMSA to carry out a study of the EU Directive 2000/59/EC on “Port Reception Facilities for Ship Generated Waste and Cargo Residues”.
The overall objective of the study is:
To give a clear picture of the port Reception Facilities functioning within EU to enhance the effectiveness of Directive 2000/59/EC on port reception facilities for ship-generated waste and cargo residues and ensure a harmonized implementation amongst Member States.
The objective should be reached by
- Acquiring a deeper understanding of the different cost recovery systems (fee system) of port reception facilities for ship-generated waste in place within the Community ports; identify the advantages and inconveniences of these different fee-systems across the European Union, in regard to the objectives of the Directive.
- Analysing the effectiveness of the waste handling and reception plans
- Collection of data on the notification procedure
- Obtaining information on the reduced fee-systems for clean – ships
- Determine the difficulties and problems encountered by the port‘s users.
50 ports in EU Member States will be visited during the study.
