SERBIA, REFORM OF THE SERBIAN VETERINARY, PHYTOSANITARY AND SANITARY INSPECTORATES

Establishment of an effective, co-ordinated system of Inspectorates for the Veterinary, phytosanitary and sanitary, disciplines, so as to increasingly harmonise with EU legislation and practice. Installing veterinary and phytosanitary border inspection facilities at nominated border posts.

  • Development of an institutional framework for the Inspectorates;
  • Establishment of the legal basis for the operation of the reformed Inspectorates and inspection services policy/strategy documents for the Ministry of Agriculture and Water Management and Ministry of Health.
  • Training of inspectors to international standards, provision of management training to senior inspection service officials and adapting the existing inspection-training programme; Preparing and implementing quality management procedures, including operational procedures and manuals; implementing system of internationally acceptable model inspection certificates and permits for main traded live animal and food products.
  • Identification of the infrastructure needs to establish a network of Border Inspection Posts with necessary upgraded and/or renew border inspection facilities; Elaborating documentation and manage process for tendering of civil works and supply contracts; and assistance in the supervision of contracts
