The main objectives of the Appraisal for the Coast Province:

To ascertain whether all relevant aspects for formulating the proposed draft have been taken into consideration in an adequate and systematic manner, and whether assumptions and risks have been sufficiently analysed, and countermeasures taken.

To ascertain whether the approach and objectives, as spelled in the proposed draft Project Docu-ment are consistent with the MoH current health sector policies and plans, as well as the general and country specific Danish development policies.

To ascertain the whether the formulated outputs are likely to be achieved with the proposed inputs, in terms of selection, quantity, quality, practicability, efficiency, effectiveness, and whether they can be achieved within the given project lifetime.

To ascertain that that a valid and practical monitoring system is in place, and that the proposed process and impact indicators are specific and realistic.

To assess results and recommendations of the NGO institutional analysis, as per enclosed TOR, and recommend further action..
