VIETNAM. INTEGRATED WATER RESOURCES MANAGEMENT FOR THE SRE POK AND CA RIVER BASINS

The Project consists of two parallel running Sub-Components: Sub-Component 3.1 Integrated Water Resources Management for the Sre Pok River Basin and Sub-Component 3.2 Integrated Water Resources Management for the Ca River Basin.
The Project assists the Government of Vietnam to implement sustainable water resources management in the River Basins, putting in place an important part of the national framework for the water sector and implementing key provisions of the Law on Water Resources at the river basin level. Importantly, it will provide support for the establishment of a river basin organisation (RBO) for the basin, an important institutional development, which will facilitate a more co-ordinated and effective approach to water resources management.
The sub-component will also support the RBO, the national, provincial and district agencies to develop the capacity to carry out key functions in water resources management at the river basin level. The Development Objective is: “Improved living conditions in the River Basins achieved by sustainable management and development of the water resources”
The Immediate Objectives are:
1. The River Basin authorities functioning with adequate capacity to implement sustainable integrated water resources management.
2. Sustainable management practices for water resources infrastructure demonstrated for replication throughout the River Basins.
Output 1.1 - Organisational structure and responsibilities of the river basin authorities supported and made operational.
Output 1.2 - An effective data and information system for water resources management at river basin level established
Output 1.3 - An integrated and participatory river basin planning process established
Output 1.4 - Water resources regulation and management procedures established
Output 1.5 - Organisational capacity strengthened and awareness of water resources and new management strategies created
Output 2.1 - Model institutions and micro-projects for the participatory management, development and conservation of small scale irrigation schemes supported and made operational.
Carl Bro is assisting the Vietnamese authorities in the implementation of the sub-components.
The Team Leader/Water Resources Planning/Management Specialist manages the team of consultants. Advises Sub-component management on matters necessary to achieve the objectives. Responsible for water resources planning and management, prepares an integrated water resources management plan for the river basin, co-ordinates and leads the development and implementation of a water resources registration and licensing systems, including both water allocation to major users and wastewater discharge registration and licenses in accordance with national legislation and guidelines.
The Institutional/HRD Specialist prepares proposals for the establishment of RBOs. Carries out an institutional assessment and proposes new arrangements for RBOs, Sub-Catchment Councils and technical support units. Drafts legislation for RBO and assists in establish the Sub-Catchment Councils. Liaises with the Mekong River Commissions in Vietnam, Cambodia and Lao PDR and proposes new arrangements for cooperation with regard to water resource management.
The Basin Modelling and Data Management Specialist assesses data needs for water resource management and existing surface, groundwater and water quality monitoring networks and databases. Updates the proposal for water resources monitoring, prepares recommendations and an action plan for improved monitoring and assists in implementation. Prepares recommendations and an action plan for improved databases, and data sharing and exchange in Sre Pok and Ca basins and assists in implementation including acquisition of software and hardware, training etc. Assists in carrying out water resources assessments. Prepares TOR for the development of river basin models and assists in building the capacities in using the models
The Environmental Specialist ensures that the environmental aspects of water resource management, including maintaining water quality and protecting the aquatic ecosystems are integrated into the planning process through the Strategic Water Resource Management Plan. Assists with the Catchment Protection Plans and advises on environmental issues associated with land use practices.
The Hydrogeologist assists with the groundwater management aspects of the basin plan. The Water Licensing Specialist advises on aspects of water licensing. The Participatory Irrigation Management Specialist assists in the development of institutions for participatory irrigation management and community development.
The National Deputy Team Leaders/Water Resources Specialists assist with a variety of activities in all outputs of the sub-component.
