BOSNIA AND HERZEGOVINA. WATER QUALITY MANAGEMENT AT RIVER BASIN LEVEL

The wider objective of the project is to ensure the protection, improvement and the rational use of water resources according to EU standards and requirements using integrated water management principles according to Water Framework Directive, contributing therefore to the reform of the water sector in Bosnia and Herzegovina.
The specific objective of the project is to support the water sector institutions in Bosnia and Herzegovina in reaching a ‘good water status’ – as defined in the Water Framework Directive – via the introduction of water quality management principle according to EC practice.
Services provided as follows:
- to support the continuation of the EC initiated institutional strengthening of water sector in Bosnia and Herzegovina focusing primarily on water quality management aspects;
- to develop an adequate conceptual and analytical framework that will guaranty the management of water quality in the country being compliant with EC advocated policy of using integrated water management principles on the river basin scale;
- to build up a concept for a national water quality/quantity monitoring network and water laboratories needed for successful surface water quality protection and control;
- to develop a computer-aided decision support system to be used for identifying the most appropriate short-term, medium-term and long-term activities needed to improve water quality in the country;
- to establish Water Quality Management Plan.
- to prepare sub-project fiches describing basic technical and financial requirements needed to accomplish "water quality protection" activities. These sheets will be used for transparent and well structured "problem presentation" to the foreign donors/investors/creditors.
Targets:
- Strengthening of the monitoring and sampling techniques, laboratory analyses and information capabilities at the river basin level using integrated water management principles
- Establish quality control management
- Establish Water Quality Management Plan.
- Carry out extensive training in water quality management, laboratory and monitoring issues
- Clear allocation of monitoring tasks and responsibilities between State, Entity and RBAs level
- Identify priority investment needs and prepare sub-project fiches.
