The project focuses on development of water and wastewater services of the town of Kirovsk, population 21.800. Affordability issues and lack of resources have limited the development and made long- term planning difficult. Consequently, in Kirovsk, maintenance of the existing water supply and wastewater treatment systems has been low, making water subject to quality problems and discharged water a cause of environmental problems.
The project focuses on the urgent need for short-term investments and long-term institutional development
The project includes Institutional development, preparation of a business plan and Management Information System. A public information and participation plan will be prepared. The services furthermore includes a training needs assessment and a preparation of a training programme
On the technical side the services include:
- Master plan for cleaning, maintenance, rehabilitation and extension of sewers.
- Implementation of water demand management, water supply network management and generally improvement of Operation and maintenance.
- Network maps will be improved. An energy conservation plan will be prepared and implemented.
- Tender documents will be prepared for short-term investment programmes and tendering procedure will be implemented.
