LITHUANIA. STANDARDS OF SERVICE FOR THE WATER SUPPLY AND SEWERAGE SECTOR.

The objective of this project is to improve the level of public health and reduce environmental impact in Lithuania via more cost-effective water supply and sewerage systems. This should be undertaken by optimising investments and improving the pricing and level of water supply and sewerage services at reduced costs to the residents of rural and urban ogglomerations in the country. The aim is that household expenditures for water supply and sewerage are below 4% of the household income. Another goal is that applications for ISPA funding incorporate the required standards of service.

The main outputs of the projects are:

  1. Draft generic standards for the quality of service in the water supply and sewerage sector for typical rural and urban municipalities.
  2. Seminar to disseminate project results.
Project activities include:

1.
Determine current level of water supply and sewerage services: 
  • Review the existing situation as regards water and sewerage in the country 
  • Review international benchmarks in the sector, incl. monitoring and reporting procedures. 
  • Develop a long list of relevant water supply and sewerage service criteria. 
  • From available statistical data and samples of typical municipalities, specify the typical levels of services proviced by water enterprises.
2.
Determine the needs for levels of service: 
  • Review existing national and European legislation (incl. EU's Water Framework Directive, Urban Wastewater Treatment Directive and Drinking Water Directive) and determine the various service parameters relevant for the water supply and sewerage sector and present typical ranges. 
  • Survey the water consumption characteristics in typical urban and rural communities. 
  • Develop, implement and analyse survey results determining the user priorities for the various parameters and the minimum levels.
3.
Develop options for levels of services: 
  • Recommend cost-effective service level options for rural and urban communities, taking into consideration affordability criteria. 
  • For the recommended service level options, present the typical tariffs required based on full cost recovery for the scale of services. 
  • Develop a plan where international benchmarks could be met within the 10-15 years horizon. 
  • Training of regulatory staff on specifying levels of service, performance comparison and pricing. 
  • Disseminate the results of the project at a seminar for all major stakeholders.
