LITHUANIA. CONSTRUCTION SUPERVISION OF KAZLA RUDA WWTP

Based on recent changes to local government, Kazlu Rûda now has municipality status. The population of the city is 8,000. The development of industry and tourism is constrained by the poor condition of the town’s water and sewerage infrastructure. Prior to the project implementation, the residents relied on individual boreholes, abstracting water from shallow groundwater, and use individual septic tanks and soakaways for wastewater.

The purpose of the project is to minimise health risks, and stimulate economic growth and development in the town due to improved infrastructure, esp. water supply, wastewater collection and treatment systems. In particular the targets of the project include: Increase connection rate of the population of Kazlu Rûda to the public water supply network; Improvements to the water source and treatment including disinfection; Renovation of existing water distribution system; Extension of water distribution system to unserved areas; Renovation of existing sewerage system, especially the corroded rising mains; Extension of the sewerage system to coincide with the extended water supply areas; Contribute to the achievement of EU and HELCOM requirements for wastewater collection and treatment.

The infrastructure investment amount is approximately € 2,6 million. The construction components included:

  • Construction/rehabilitation of approximately 5.6 km of water supply network;
  • Construction/rehabilitation of 8.4 km of sewerage network;
  • Construction/reconstruction of 4 wastewater pumping stations;
  • Construction of new biological nutrient removal WWTP with pollution capacity of approx. 5,000p.e.
The networks construction works were implemented using FIDIC “Conditions of Contract for Construction” (First Edition 1999) - the “New Red Book”.

The construction works for WWTP were implemented using FIDIC “Conditions of Contract for Plant and Design-Build (The Yellow Book)” (First Edition 1999).

Technical assistance was provided to Kazlu Ruda Municipality in the form of project administration and technical supervision for implementation of the 3 different works contracts. The supervision took place during the project period, incl. construction, commissioning and take-over, and defects liability period.

The supervision included the following tasks:

  • Acting as FIDIC Engineer according to FIDIC Conditions of Contracts, first edition 1999.
  • Contract administration, review and approval of Contractor design, reports, works schedules, payment and acceptance certificates, and works supervision in compliance with the conditions of the contracts and technical specifications.
  • Technical and financial reporting to Contracting Authority and Beneficiary.
  • Manage the payment schedule and contingency funds available for the contracts.
  • Organise and chair regular project management meetings with relevant stakeholders, prepare and distribute minutes of the meetings to the same.
  • Acting as the Dispute Adjudication Board (if necessary) according to FIDIC Conditions of Contracts (1999).
