LITHUANIA. PANEVEZYS WWTP, TECHNICAL DESIGN AND PROCUREMENT

The objective of the overall project is to complete the first stage of the environmental protection project on water management for Panevezys City, i.e. to upgrade the waste water treatment plant (WWTP) and reduce pollution of the river Nevezis and also of the Baltic Sea. The plant must fulfil the EU, HELCOM and Lithuanian requirements after upgrading for the period of minimum 20 years, except for sludge utilisation. For the upgrading, the preliminary revised design data is 30.000 m3/day, incl 45% infiltration and a possible increase up to 36.000 m3/day or some 13 million m3/year is to be foreseen. Final design will be decided by the PIU and Consultant. The total amount of funding available for implementation is 11 MEURO.
The objectives of the consultant services are to support the authority responsible for water and wastewater, prepare technical design, and train and assist the PIU in the procurement and contract administration for the upgrading of the WWTP within the available financial framework and in accordance with Lithuanian legislation including laws and regulations on construction and other legislation.
Grontmij | Carl Bro is responsible for the following tasks:
- Revise and correct the data presented in a feasibility study.
- Prepare technical design incl. cost estimates, revised tariff plan and EIA.
- Prepare tender documents for implementation according to FIDIC "New Red Book" General Contract Conditions and EU Practical Guide and in line with EIB and SIDA requirements.
- Participate in the evaluation of tenders.
- Prepare contract documents for contractor, based on FIDIC New Red Book Contract Conditions.
- Participate in the work of the Project Implementation Unit (PIU).
- Train PIU personnel during the project preparation and contracting.
- Reporting.
- Prepare Terms of Reference for procurement of technical supervision services.
