KYRGYZSTAN. RURAL WATER SUPPLY AND SANITATION

The purpose of the programme is to develop sustainable operational capacity in the newly formed Department of Rural Water Supply (DRWS) and to select, prepare and implement about 250 community based water projects in the three northern oblasts (regions) of Naryn, Talas and Issyk-Kul. These three oblasts have a total population of 561.600 and contain about 390 villages.
The goal is sustainable access to adequate and affordable water and sanitation, leading to improved health and quality of life for all including the most vulnerable. This includes:
(i) Strengthening the new organisational set up for assisting rural communities in the Kyrgyz Republic to improve water supply and sanitation,
(ii) Review, detailed design and implementation of 15 community based water supply and sanitation pilot projects and
(iii) Selection, preparation and implementation of about 250 community based water supply and sanitation projects. Total Contract price of works: USD 13 mill.
Services provided:
i): Policy advise and assistance with drafting legal documents. Strengthen and train management and administration within DRWS (incl MIS development). Developing private contracting capacity for civil works including training programmes and programme of certification. Compile and provide advise for updating Operating Manual (OM) in tandem with sub-project and implementation.
ii) Technical assessment and design. Procurement. Supervision of Construction. Operation and Maintenance, and Monitoring and Evaluation assistance. Assistance to the Community Drinking Water Associations (CDWSAs) and continuing development work in the community. Dissemination of pilot project information, and lessons learned.
iii): Project identification, community information and mobilisation. Socio-economic surveys and analyses. Technical assessments and design. Procurement. Supervision of construction. Operation and maintenance, monitoring and evaluation.
