The project includes implementation of the following three so called lots:
Lot 1: Provincial and Regional Organisational Development Lot 2: Formation of Water Supply Authorities Lot 3: Rural Community Training Support
Lot 1: Provincial and Regional Organisational Development
Assist and support the officials of the Department of Water Affairs in re-organising and building the organisation in Eastern Cape, with specific reference to the new functions within water supply and sanitation.
Lot 2: Formation of Water Supply Authorities
Assist the Department of Water Affairs in detailed examination of all aspects related to the establishment of water authorities in Eastern Cape and support the Department in the establishment of water supply authorities in the province.
Lot 3: Rural Community Training Support
Development of a community based participating approach to rural water supply and sanitation. This include communities participating in water supply and sanitation for the first time and communities with water systems installed without adequate training in the years preceding 1992.
Grontmij | Carl Bro a|s were, together with SRK and RDC, responsible for supporting DWAF in:
- The rationalisation and restructuring of the regional office and branch offices of the DWAF to create a single effective organisation
- A detailed examination of all aspects related to the establishment of water supply authorities
- The establishment of water supply authorities
- Refining the Department's principles, guidelines and methodologies for community capacity building, training and empowerment and transferring them to the public and the private sectors
- Training of trainees and setting up structures for training of trainees
