MOROCCO, SEWERAGE MASTERPLAN AND DETAIL DESIGN STUDY

Mâaziz, Guercif, Tahla and Demnate are small to medium size semi-rural towns varying in population from 8,000(Mâaziz) to 45,000 (Guercif), and the project horizon of 2010 the total population is expected to reach over 200,000 inhabitants. The towns are characterised by rapid growth and lack of adequate infrastructure and are subject to frequent flooding from run-off from neighbouring areas. On average only some 40% of the population is connected to the municipal sewerage network with little or no treatment. The rest of the population is served by septic tanks. Irrigation with raw sewage and pollution of underground water which is used as an additional drinking water source poses a serious health risk to the local population. This project is part of a major long term EU funded Water Supply and Sanitation of Small Towns Project, the objectives of which are to provide the community with an adequate least cost sewerage (including treatment and reuse) and flood protection infrastructure and protect the underground water resource.

The study comprises four phases (missions):

Mission A: Data collection, survey and analysis of existing sewerage facilities, critical review of existing data and previous studies, topographical survey and updating of record drawings, organisational, institutional and financial review of the four Municipalities, socio-economic and community health surveys (willingness to pay and affordability), identification of emergency works with cost estimates and implementation programme.

Mission B: Masterplan preparation to horizon 2010 for sewerage networks (including treatment by waste stabilisation ponds and reuse options), identification, technical and economical comparison of development options, detailed study of the retained option and preparation of a phased implementation programme for the short (priority trance) and medium term.

Mission C: Organisation (institutional review, study and implementation) 6 months trial period of a cost recovery system.

Mission D: Detail design and tender documents for the first trance of the masterplan (medium term).
