LATVIA. TRANSPOSITION AND IMPLEMENTATION OF THE WATER FRAMEWORK DIRECTIVE

Assist the Latvian MoE in the EU accession process via transposition and implementation of the Water Framework Directive (2000/60/EC) using EU guidance documents:
- Transposition of Annexes II and V of the WFD
- Ensure knowledge of the requirements of WFD at the relevant authorities and assistance to development of decision making systems;
- Develop proposal for reference condition of surface water types;
- Assist to the MoE for defining reference network for surface water types;
- Assessment of existing information system; and
- Elaboration of a specification of requirements and ToR for a data management/information system
Services Provided:
- Pilot study in the Salaca River Basin on identification of water bodies and pressures combining deskwork based on monitoring data maps etc. and field studies;
- Analysis of present data management and ToR for a GIS based data management/information system;
- Draft Action Plan on how to complete the implementation of requirements related to classification of fresh and coastal water bodies;
- Draft Cabinet of Ministers Regulations: (1) “Surface water body types, their characterisation, classification and procedure for identification of anthropogenic pressures”; (2) “Procedure for review of groundwater resources and quality criteria”; (3) “Requirements for monitoring and monitoring programmes for surface waters, groundwater and protected areas”; (4) “On Water Resource Use Permits”;
- Draft proposal for a reference network
- Information materials on WFD related issues
- Participating in meetings between the Baltic states to coordinate the implementation of the Water Framework Directive
