GHANA, VOLTA REGION COMMUNITY WATER AND SANITATION PROGRAMME

The Community Water and Sanitation Division (CWSD) of the Ghana Water & Sewerage Corporation (GWSC) initiated a Sector Capacity Building component within its medium term Program to improve the capacity of sector workers to a high level for the efficient management of the national CWS Program.
Since its creation, CWSD has had difficulty recruiting and retaining suitably qualified professional staff within the organisation at both national and regional levels. This problem of recruitment and retention of professional staff is likely to continue to be a major issue with the formal separation between GWSC and CWSD takes place upon the creation of the Community Water and Sanitation Agency (CWSA) by the end of 1997.
With focus on the institutional strengthening of CWSD to carry out its mandate, the Consultants will produce a report assessing and costing financial support scenarios involving, but not limited to: staff payment and motivation schemes considered necessary to attract and retain capable CWSA staff; recurrent office, travel and vehicle expenses; seminars and staff training, promotion of networking activities between the varoius actors in the sector.
The report will address the financial implications of implementing the various scenarios over a 5 year planning horizon.
