KOSOVO, SUPERVISION AND PROJECT MANAGEMENT OF WATER DEMAND AND MEASUREMENT PROJECT.

The aim of the project is to strengthen water resources management through a greater degree of measurement of potable water consumption as a means for improved billing based on actual consumption. The project will install up to 15.000 domestic and commercial water meters in Pristina and Motrovica regions to a) gather, store and analyse data on water consumption, b) support water resource management by reducing consumption, and c) optimise billing and equitable revenue collection for public utility performance.

The following results are expected:

1) Data base of potable water consumption for each public utility involved in the project.

2) Analyses of the water demand data, leading to: 
  • an effective definition of water needs of public utilities for yearly water allocation by the Ministry of Environment. 
  • improved information for Supervisory Boards. 
  • the quantification of leakage and illegal connections, facilitating decision-making for investments aimed at reducing leakage. 
  • improved service, hence improved payments of fees. 
  • a definition of long term trends in water demand. 
  • the establishment of benchmarks for the water supply sector. 
  • a proper tariff and paymens regime in line with actual water consumption and supported by a better accounting system.
3) Existing non-operational meters checked and thereafter either: 
  • cleaned & recalibrated or 
  • disposed of in the most economical way.
Total value of design, procurement, works and supervision: Approx. Euro 2 mill.

The specific tasks of the Grontmij | Carl Bro consultant are: 

  • act as the supervising engineer on behalf of the Kosovo Trust Agency.  prepare final detailed design, location requirements and specifications based on the feasibility study 
  • prepare tender dossier for works contract (installation of the meters). 
  • prepare storage of meters and supervise and control storage and distribution of meters. 
  • provide daily supervision and monitor works progress in accordance with EC procedures 
  • assess and endorse all certificates, invoices and any other supporting documents, such as field measurements, relating to the works contract issued by the implementing contractor, prior to their submission to the EAR. 
  • provide technical advise to local contractors. 
  • prepare database of potable water consumption for each public utility involved in the project. 
  • liaise with water companies to collect consumption information. 
  • prepare on-going analyses of water demand throughout the duration of the proejct based on actual use from data gathered
The following documents will be issues: commencement of work certificate, certificate for payment, taking over certificate, defect liability certificate and final acceptance certificate, all in approved EC format, brief environmental report on the site after completion of works, any other documents needed to complete the works in accorance with EC rules.
