ALBANIA, WATER SUPPLY FOR THE CITY OF TIRANA, KOMBINAT AND ALI DEMI AREAS

The public health condition in the city of Tirana is so serious as a result of lack of potable water that emergency intervention is considered to be an urgent priority for some areas of the city including Kombinat and Ali Demi. EU Phare Programme has agreed to provide and fund technical expertise required for the design and implementation of Emergency Measures aiming to investments that ensure water supply of potable quality and without interruptions. Two priority areas are identified: Kombinat and Ali Demi. The total served population is 60,000 people. Both areas are dense urban,



Designed and Procured works included: 

  • 2 new boreholes 
  • 3 new Pumping Stations 
  • Laying of 3 km transmission pipes, ductile iron DN 300 
  • 20 km distribution pipes, HDPE, DN 80 – 300 mm 
  • Associated valves, hydrants, meters, air valves, washouts, 
  • Disinfection plant (chlorination)
Services:

  • Review of the existing water supply infrastructure.
  • Evaluation of physical assets and operational information.
  • Verification of demographic aspects and water demand.
  • Hydraulic modelling of the water distribution network.
  • Detailed design of new transmission lines and a new water distribution network.
  • Detailed design of rehabilitation measures for three existing boreholes.
  • Preparation of cost estimates.
  • Preparation of Tender Dossier for the procurement of the works based on FIDIC Conditions of Contract for Construction. Procured works of 3,000,000 EUR value
  • Assistance in tendering procedures and tender evaluation and contracting.
  • Construction supervision based on FIDIC Conditions of Contract for Construction and project management during implementation, including:
  • Set up contract and supervision procedures
  • Set up quality assurance systems
  • Advice on contractual matters
  • Measurement, interim and final payments
  • Preparing construction programmes
  • Assistance with the day to day supervision
  • Liaison with Tirana Water Supply Company and Local Council of Kombinat
